White flashing when text selected.

Issue description

Seen in Linux 54.0.2840.8 dev and 54.0.2816.0 beta but not in 53.0.2785.89 stable, to repro:

1. Visit https://codereview.chromium.org/2293293003/patch/40001/50008 with the 'deprecated ui'.
2. Click and select some text, for example the six lines of blue comment text.
3. Notice that as you keep mouse button down and drag to select additional lines of text, whenever a new line is selected the current selection flashes white briefly before becoming highlighted again.

Given this works in Stable we should bisect to find out when it broke.

bisect-builds.py points to change log as:

which shows http://crrev.com/1980913002 as most likely culprit.

I can't repro issue on Mac 55.0.2846.4 canary or 53.0.2785.89 beta. I don't have 54.* on Mac.

I *can* repro the issue, though visuals look slightly different (the flash is only on the newly selected portion of a line) on Win7 54.0.2840.8 (Official Build) dev-m (64-bit) and 55.0.2846.4 (Official Build) canary (64-bit).

I tried reproducing this unsuccessfully, but that was over RDP and it might have smoothed the flicker. I'll try again while physically in front of the display.
It's somewhat subtle. I can believe it would be less apparent if non-local. I still see it on Linux 55.0.2859.0 dev.

It should be easy to see on Linux following steps above with current M53 stable 53.0.2785.116 vs aforementioned dev or later, side by side.
