Global flag shall be flipped to INELIGIBLE once any user on device (we wouldn't record which user exactly) redeems the Google Drive offer.

I chatted with trapti today. On last chat she was trying to login with a user that has not already redeemed the 100GB Drive offer to see if that affected the banner. If the banner still does not show the button to redeem the offer, she should manually go to the Goodies page (https://www.google.com/chromebook/offers/) and try to redeem the Drive offer. If that succeeds then it would seem there may be a bug. If so, one more thing to try (or do this the first time around) is to powerwash the device first to clear out some cached state in case the device has previously been used to redeem the Drive offer.
