Input date or time have "blank" accessible values

result:
the component spin buttons have a value attribute of "blank".

expected:
they should have the same value as the visually rendered placeholder text or nothing at all if they are indeed blank.

Made date input field read "mm", "dd", "yyyy", or equivalents in other languages, instead of "blank" when no date has been selected.

This matches visual experience, as well as screen reader experience on many websites.
