Steps to reproduce the problem:
1. Create two profiles
2. open files in one profile
3. (May require closing chrome)
4. Show open file dialog in another profile, same 

What is the expected behavior?
Windows default behavior to group file dialog by application. Chrome should keep separate profiles' default folders separate

What went wrong?
File browser defaults to folder last used in other profile
