Cookies that are too big are silently ignored

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. Server returns a Set-Cookie header with a cookie value > 4K in length
2. Chromium silently ignores the cookie
3. 

What is the expected behavior?
Log a message in developer tools

What went wrong?
Large cookie is ignored silently; hard to debug

Did this work before? No 

Chrome version: 53.0.2785.89  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 22.0 r0
