Chrome for mustash crashes running on device

Issue description

Chrome when running inside mustash on a device crashes. There is no stack trace but the browser will not start. This is caused by ChromeDisplayPowerServiceProviderDelegate accessing a nullptr UserActivityDetector.

Fix chrome crashing in mustash on device.

ChromeDisplayPowerServiceProviderDelegate accesses a nullptr
UserActivityDetector. We don't want Chrome to be handling this task in
mustash, so don't instantiate the service provider.
