Change web platform pointerevent tests automation that use timeout

We shouldn't use the timeouts in our automation scripts as that would make the test flaky.
After the timeouts are removed from the tests themselves we should remove our timeouts as well.

Add delay promise and change automation scripts

Also update the scroll an element into the view
as it may cause some internal div to scroll
and fail the test.
