Precondition: Enable 'Material Design history' flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, navigate to some webpages such that history gets generated.
2) Go to chrome://history, mouse hover on any history entry and observe.

On mouse hovering on any link, underline is not seen.

On mouse hovering on any link, underline should be seen.

This is a Regression issue broken in M-53,below is the bisect info
