OS: Windows 10 (Touch device)

Steps:
1. Launch Chrome and press 'Alt+Shift+I' keys to open 'Report an issue' overlay.
2. Change the writing direction of Email field to 'Right to Left' using context menu.
3. Now again change writing direction of Email field to 'Left to Right' using context menu via tap/touch and observe.

Actual: Report an issue overlay is not visible while changing writing direction of Email field to 'Left to Right' via tap/touch i.e Overlay hides in background.

Expected: Report an issue overlay should be visible while changing writing direction of Email field to 'Left to Right' via tap/touch i.e Overlay should not move in background.

This is a regression issue broken in M-48, below is bisect info:

Good build: 48.0.2555.0
Bad build: 48.0.2556.0
