Issue descriptionChrome Version: 54.0.2840.8 Revision 3c0742be8b25b0ba61b2a7cb632b3c989bd9e80b-refs/branch-heads/2840@{#91}(32/64 bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) Test URL: https://codepen.io/matt-west/pen/hmqsF What steps will reproduce the problem? (1) Launch chrome, navigate to above url then click on 'Go Fullscreen' mode button from demo. (2) Then click on fullscreen icon of video,then exist fullscreen mode of video. (3) Now click on Exist fullscreen button and observe 'Fullscreen API Demo' section Actual: Content in 'Fullscreen API Demo' section is stuck i.e.its not scrollable after clicking on 'Exist fullscreen' button. Expected: Content in 'Fullscreen API Demo' section should be scrollable after clicking on 'Exist fullscreen' button. This is non-regression issue, seen from 'M-40'(40.0.2172.0) Note: Issue is not seen on other OS i.e.Mozilla Fire Fox

Looks like the video going fullscreen clears scrollability of the previous fullscreen element (the result window iframe) and that doesn't get reset properly. +foolip@ who's done some recent work on Fullscreen API. -OS flags as it's probably not OS specific.

bokan@, regarding "clears scrollability" did you take a look at the code or just observe what the user can see? We have this in fullscreen.css which could be related:

I've tested whether relanding the top layer rewrite ( issue 240576 ) would fix this issue and determined that it will *not*, contrary to what I would have guessed.

I can't reproduce any longer in 62.0.3202.9. I'm going to close this but feel free to chime in if you're still seeing it and I can take another look.
