Chrome md-settings page does not scroll using middle mouse scroll if any drop down menu is open.

Chrome Version: 54.0.2840.8 (Official Build) 3c0742be8b25b0ba61b2a7cb632b3c989bd9e80b-refs/branch-heads/2840@{#91} 32/64 Bit.
OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4).

Steps:
1. Launch chrome and navigate to chrome://md-settings/
2. Click on 'Font size' drop down and try to scroll the page using middle mouse wheel.
3. Observe.

Actual: Page does not scroll.

Expected: Drop down should close and page should scroll down.

This is a non-regression issue seen from M-47.

Note: The same works fine in chrome://settings.
