Focus travel is not proper in chrome://md-settings/languages.

Issue description

Chrome Version: 54.0.2840.8 (Official Build) 3c0742be8b25b0ba61b2a7cb632b3c989bd9e80b-refs/branch-heads/2840@{#91} 32/64 Bit.
OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4).

Steps:
1. Launch chrome and navigate to chrome://md-settings/languages
2. Click on 'Arrow' icon and click on 'Add languages' link.
3. Now press the 'Tab' key continuously and observe the focus flow on the page.

Actual: Focus does not travel on all the languages, in some tab press focus reaches close icon.

Expected: Focus should travel on all the languages and then should reach close icon.

This is a non-regression issue seen from M-52.
