OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4).

Steps:
1. Launch chrome and navigate to chrome://md-settings/languages
2. Click on 'Arrow' icon and click on 'Add languages' link.
3. Hover the mouse pointer between two check boxes of languages and observe.

Actual: Hand pointer is seen instead of arrow pointer and the empty space is clickable.

Expected: Arrow pointer should be seen and it should not be clickable.

This is a regression issue broken in M-54.
