sierra: certificate viewer is infinite height and uncloseable

Chrome: 55.0.2846.0

1) Navigate a tab to https://www.google.com
2) Click the padlock
3) Click the details link
4) Click "view certificate"

Something like the attached screenshot happens, and the certificate viewer does not respond to Esc or any other key binding to close.
