Regression : Unnecessary ripple effect is seen after scroll bar is dragged with mouse pointer in chrome://md-settings page.

Issue description

Version: 55.0.2846.0 c5c7ef8980b50bc69d99046118ec7ff767c27fa2-refs/heads/master@{#415833} (64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/
2. Now click on 'page zoom' drop down list and scroll the list by dragging the scroll bar with mouse pointer,observe behind the list

Actual: Unnecessary ripple effect is seen after scroll bar is dragged with mouse pointer
Expected: Unnecessary ripple effect should not be seen after scroll bar is dragged with mouse pointer

This is regression issue, broken in ‘M 55’ and will soon update other info

This is regression issue, broken in ‘M 55’ and below is manual regression and narrow bisect info:
Good build : 55.0.2844.0
Bad build : 55.0.2845.0
