Regression : Unnecessary ripple effect is seen after scroll bar is dragged with mouse pointer in chrome://md-settings page.

Issue descriptionVersion: 55.0.2846.0 c5c7ef8980b50bc69d99046118ec7ff767c27fa2-refs/heads/master@{#415833} (64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/ 2. Now click on 'page zoom' drop down list and scroll the list by dragging the scroll bar with mouse pointer,observe behind the list Actual: Unnecessary ripple effect is seen after scroll bar is dragged with mouse pointer Expected: Unnecessary ripple effect should not be seen after scroll bar is dragged with mouse pointer This is regression issue, broken in ‘M 55’ and will soon update other info
