Regression:Weird flickering of advanced content is seen after pressing down arrow key.

Issue description

Chrome Version:54.0.2840.8 (Official Build) 3c0742be8b25b0ba61b2a7cb632b3c989bd9e80b-refs/branch-heads/2840@{#91} 32/64 Bit. 
OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.5)


What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Click on 'Advanced' button ,click on 'continue where you left..' radio button.
(3)Now press hold down arrow key and observe.

Actual: Weird flickering of advanced content is seen after pressing down arrow key.

Expected: Flickering of advanced content should not be seen after pressing down arrow key.


This is a regression issue broken in 'M49' and will soon update other info.

Hi Tom, I'm inclined to say that this works as designed.
The important thing here is that the user is *holding* the cursor key to move between the options. The flicker occurs because the key-repeat speed moves quickly between the three options. The effect can be seen 'slower' by pressing and releasing the cursor key repeatedly.

Why are we scrolling when the user selects a different checkbox? If we were to leave the scroll position alone (unless the next checkbox is off-screen), there wouldn't be a flicker, correct?

Hi Tom, the scrolling isn't part of it. On my large monitor, I can have on startup fully on the screen and hold the down arrow and it will expand and collapse the "Open a specific..." each time the cursor comes around to that option and then leaves it.

As an aside: I think the scrolling is a good, without the scrolling the selection (cursor) would leave the visible area (the user would be changing settings off-screen).

Trivia: It's more to do with having an inlined list on the main page. If On startup moved to a subpage then the list would not be expanding and collapsing.
