Regression : Overlapping of text with ‘Cancel’ and ‘Send’ buttons is seen in Report an issue overlay.

Issue description

Chrome Version : 55.0.2846.0 (Official Build) c5c7ef8980b50bc69d99046118ec7ff767c27fa2-refs/heads/master@{#415833} (64-bit)
OS: Mac(10.10.5)(10.11.5)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://help.
2. Click on ‘report an issue’ button and observe the ‘Cancel’ and ’Send’ buttons.

Actual : Overlapping of text with ‘Cancel’ and ‘Send’ buttons is seen.
Expected : ‘Cancel’ and ‘Send’ button should not overlap with text.

This is a regression issue broken in 'M55' and will soon update other info.

(Unable to narrow down the range as issue is not reproducible on chromium builds, hence providing suspect from change log)

Suspecting: r415666 from Change log

Note : Above issue not seen on Windows OS and will soon update Linux info.

Above issue is not seen on Linux (14.04 LTS) OS.
Acknowledged, I'll need to set up a Chrome branded build on Mac first. That may take a bit of time.
