Regression : Overlapping of text with ‘Cancel’ and ‘Send’ buttons is seen in Report an issue overlay.

Issue descriptionChrome Version : 55.0.2846.0 (Official Build) c5c7ef8980b50bc69d99046118ec7ff767c27fa2-refs/heads/master@{#415833} (64-bit) OS: Mac(10.10.5)(10.11.5) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://help. 2. Click on ‘report an issue’ button and observe the ‘Cancel’ and ’Send’ buttons. Actual : Overlapping of text with ‘Cancel’ and ‘Send’ buttons is seen. Expected : ‘Cancel’ and ‘Send’ button should not overlap with text. This is a regression issue broken in 'M55' and will soon update other info.

Update : Above issue is not seen on Linux (14.04 LTS) OS.
