Regression: Flash plugin text is not displayed in chrome://flash.

Issue description

Chrome Version: 54.0.2840.8 (Official Build) 3c0742be8b25b0ba61b2a7cb632b3c989bd9e80b-refs/branch-heads/2840@{#91} 32/64 Bit.
OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.5)

Steps:
1. Launch chrome and navigate to chrome://flash
2. Observe the text of 'Flash plugin'.

Actual: 'Not installed' is displayed.

Expected: '23.0.0.151 C:\Users\rkote\AppData\Local\Google\Chrome\Application\54.0.2838.3\PepperFlash\pepflashplayer.dll' should be seen.

This is a regression issue broken in M-54, will soon update the other info.

Manual Regression range: 
Good Build: 54.0.2838.3 
Bad Build: 54.0.2839.0 

Note: Issue is not seen in Linux OS.

This is the expected behavior when Flash is not installed; if you navigate there once Flash is installed, you will see the regular Flash info.

As part of merging  issue 641448 , this number of cases this occurs in will decrease.
