Regression: Unable to play any video and ‘download failed’ error message appears.

Chrome Version:55.0.2845.0 (Official Build) Revision 3a2f1b0c02f7acfc223c3f4a908f9f2e0fefc3a0-refs/heads/master@{#415522} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.vudu.com/ OR http://www.bbc.com/
(2)Click on any video and observe.


Actual: Unable to play any video and ‘download failed’ error message appears.

Expected: Should be able to play video and error message should not appear.

This is a regression issue broken in 'M55' and will soon update other info.
