cannot download apps from webstore

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel peppy

Steps to reproduce the problem:
1. Open Web Store
2. Click on any app
3. Click Add to Chrome

What is the expected behavior?
"Add to Chrome" icon shows "Checking..." and then Download Error message displays.

What went wrong?
Download was somehow interrupted. Unknown issue adding ANY app to Chrome.

I started having this problem as well.  I noticed it right after updating Windows 10 last week, although I hadn't tried to install a new extension in a while, so I can't say for sure the update is the cause.  I'm running 64 bit windows if that helps any.  Also, when I get the download error message, and I click on the error details, it says 

Image decode failed

That is the same error message I get for every extension or theme I try to install.
