systrace indicates drawn <div>s are out of order

Issue descriptionSteps to reproduce the problem: 1. Pair a remote 2. Run attached test app. It simply loads attached test.html 3. Start recording chromium systrace 4. On remote press and hold DPAD_RIGHT to scroll the carousel in the test.html What is the expected behavior? <div>'s in the test.html are drawn in order. In the attached test app, they are numbered and a few are on screen at a time, so initially there is only "1", then the first DPAD_RIGHT shows "2", and so on. What went wrong? <div>'s on the screen snapshots are drawn out of order. Detailed in "Actual Result" section below. There are some issues obserbed in the systrace. If slow-motion movie is taken while DPAD_RIGHT is pressed and held, the same issue is observed in the video. 1. <div>s sometimes move backwards. In the attached systrace, at 0.754sec the first <div> moved to the left from the previous position. Then at 1.09sec it moved to the right and came back on screen. 2. <div>s sometimes do not move at the same pace. In the attached systrace, at 1.256sec there were the second, third, and forth <div> on screen. Then the next frame at 1.448sec, the only second <div> went off screen, the other two remained at the same position. This resulted in some gap between <div>s in the animation. 3. <div>s sometimes skip. In the attached systrace, at 2.103sec, 6th, 7th and 8th <div> were on screen. Then at 2.24sec which is the next frame, 10th and 11th were on screen (9th skipped). Did this work before?
