Polygerrit Buildbucket doesn't show buildbucket bubbles for submitted changes

Issue description

They are helpful to examine how long tests ran, etc.

What's weirded, it shows them for previous patcheset, but not the latest one.

E.g. 
Doesn't have bubbles: https://chromium-review.googlesource.com/c/376126
Have bubbles: https://chromium-review.googlesource.com/c/376126/3

And while writing this I've realized the latest patchset is always auto-generated by Gerrit (it contains commit message with all the footers): https://chromium-review.googlesource.com/c/376126/3..4 (and naturally it doesn't have buildbucket builds associated).

I believe this is a bit confusing UX (it surely confused me at least).

This will be fixed by https://bugs.chromium.org/p/chromium/issues/detail?id=634944, since the last patchset is a NO_CODE_CHANGE (only commit message changes).
