We should do a Harmony UX pass over the notification bubble that's shown for remotely installed extensions & apps.

Per ainslie@, there are a few unusual things with the current UX:

- Padding for "it can"
- ... shown on the "Remove from Chrome" button
- Anchoring the bubble to the wrench instead of the extension icon on the toolbar

Harmony experts may have other ideas on how to improve this, as well.
