It should be easy to modify an auto-roller-created CL

Sometimes an auto-roller-created CL needs additional changes to work (as revealed by the CQ stage). It would be ideal if we could do

git cl patch <the CL>
#hack
git cl upload

but since we're not owners of the CL we currently have to upload a new issue. It would be good if this flow could be super smooth.
