update_chroot: only update llvm when binpkgs are available

chromite: add peppy to the chromiumos-sdk bot

In the process of migrating from gcc to LLVM, we need chromiumos-sdk
to test both gcc and llvm for amd64 board. So we need to add another
amd64 board to chromiumos-sdk.

TEST=the peppy bot is added.

chromite: replace peppy with veyron_jaq board for chromiumos-sdk test

In the process of migrating from gcc to LLVM, we need chromiumos-sdk
to test both gcc and llvm for arm board. So we need to add another
arm board to chromiumos-sdk. Meanwhile, we have migrated amd64 boards,
we can remove peppy board from the chromiumo-sdk test.

CQ-DEPEND=CL:406491
TEST=the peppy board is replaced with veyron_jaq.

chromite: use commands.Setupboard for sdk test.

We want to add veyron_jaq to chromiumos-sdk buildbot. But we get
errors like
The following license changes are necessary to proceed:
 (see "package.license" in the portage(5) man page for more details)

This CL fixes that.

chromite: remove veyron_jaq from chromiumos-sdk test.

We have finished the process of migrating compiler for arm
boards from gcc to LLVM. So there is no need to keep two
arm boards in chromiumos-sdk test.
