Add a way for *-review PG instances to set PG as default (without using the extension to turn it on)

Issue description


Currently for skia-review, I have to ask all users to install the 'Gerrit UI Switcher' extension.
I want the majority of skia-review users to have PG on by default. Only admins who require access to special pages should need the extension to turn off PG for a few pages. If there was a way to specify PG on by default in the config files that would be ideal.

If there is already a way to do this then please let me know.

There’s no default mechanism for setting it to be the default. Looking into that now.
