Non-regression: Zoomed history page is seen on restart when in emulated mode

Issue description

Chrome Version:53.0.2785.89 beta
OS:Windows, Ubuntu 14.04

What steps will reproduce the problem?
(1) Launch chrome and go to history >>Freshly Open Devtools and Emulate to Nexus5x >> Now type chrome://restart and observe history page

Expected: Page should not zoom on using restart
Actual: Instead zoomed history page is seen.

NOTE:Even reload of page doesn't help. Close history and reopening works

Raising this as Non-regression issue as same behaviour is seen from the introduction material design history [i.e 50.0.2638.0]

Able to reproduce the issue on windows 7 using chrome version  53.0.2785.89.it is working fine on Mac 10.11.6.
marking it as Untriaged to get it addressed.

This looks like an issue with DevTools emulation, not anything to do with MD History. Punting over to the DevTools component to see if anyone there wants to fix it. Otherwise, it can probably be closed as WontFix.

I can't repro on M57. Dmitry could you please confirm.

I don't think this is important. Restarting loads scale factor from history, and DevTools emulation changes it to a non-default value.
