When right clicked in omnibox, arrow pointer is seen instead of i-beam pointer.

Issue description

Version: 53.0.2785.89 (Official Build) a905cffb2d18baa410d0a19cc9d3941349f2d4b6-refs/branch-heads/2785@{#796} (32/64-bit) 
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to NTP and right click anywhere on the page.
2) Now right click in omnibox and observe.

When right clicked in omnibox, i-beam pointer should be seen.

When right clicked in omnibox, arrow pointer is seen.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1549.0)

Why would we show the i-beam when a context menu is up?  In that case an arrow is the correct pointer.
