Regression: [DevTools] Delay for loading downloaded entries on download page is observed after reload action.

Issue description

Chrome Version: 53.0.2785.89 Revision a905cffb2d18baa410d0a19cc9d3941349f2d4b6-refs/branch-heads/2785@{#796}(32/64 bit)
OS: Windows(7,8,10) 

What steps will reproduce the problem?
(1) Launch chrome, open NTP and then open dev tools window.
(2) Click on 'Toggle device toolbar', click on 'More options' on toolbar then click on 'Capture screenshot'
(3) Click on 'SHOW ALL' to open the downloads page and reload download page, observe

Actual: Weird behavior is seen (i.e. Delay for loading entries on download page) after reloading the page.

Expect: No such delay should seen after reloading the page.

This is a regression issue, broken in 'M-52', will soon update the other info:
