Padlock icon is missing in URL after force stop & relaunching Chrome

Application Version: Chrome 55.0.2845.0
Android Build Number: 5.1.1/LMY48B
Device: Samsung Galaxy J7

Steps to reproduce: 
1.Launch Chrome 
2.Go to any site with padlock icon ex. https://en.m.wikipedia.org
3.Tap on Download icon > Tap on OPEN from snackbar (Observe offline page with reload option)
4.Tap on RELOAD from snackbar > Observe URL omnibox  

Observed behavior: 
Padlock icon is missing in URL 

Expected behavior: 
Padlock icon should be present in URL 

Frequency: 
<5/5>

1.Good Build: 55.0.2844.0
  Bad Build : 55.0.2845.0
2.This issue is not present on latest 54.0.2840.7

This issue is also reproducible without offline pages 

Correction in steps:
1.Launch Chrome 
2.Go to any site with padlock icon ex. https://en.m.wikipedia.org
3.Force stop Chrome 
4.Relaunch Chrome > Observe URL omnibox
