Non-regression: Unwanted app banner is seen while adding apps to shelf

Test URL: https://chrome.google.com/webstore/detail/floating-for-youtube/jjphmlaoffndcnecccgemfdaaoighkel?utm_source=chrome-app-launcher-info-dialog

What steps will reproduce the problem?
(1)Sign in to user >> Add above app >> Drag that app from launcher to shelf and observe when app is hovered on shelf[Do not release]

Expected: No such app icon banner should be seen.
Actual: Instead some dot like app icon banner is seen when app is on shelf

Raising this as Non-regression as same behavior is seen in 47.0.2526.106/7520.63.0 stable channel daisy.
