Close icon 'X' appears after a delay in chrome://md-settings/managePasswords.

Issue description

Version: 55.0.2845.0 3a2f1b0c02f7acfc223c3f4a908f9f2e0fefc3a0-refs/heads/master@{#415522} (64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://md-settings/managePasswords
2) Now type any text in 'Search passwords' field on top RHS of page and observe the close icon

Actual : Close icon 'X' appears after a delay
Expected : There should not be delay

This is a non-regression issue, seen from M-54 series as 'Search passwords' field appears from build # 54.0.2811.0

hcarmona@: this (X) to clear search should show up on an 'input' event or a bindValue change (or something immediate) rather than an incremental search event (which apparently is how lastValue_ is populated?)

I can no longer reproduce this. The 'x' icon is showing immediately.
