Regression: [MD settings]Weird overlapping is seen in On startup section after setting font size to Very large.

Issue description

Chrome Version: 55.0.2845.0 (Official Build) 3a2f1b0c02f7acfc223c3f4a908f9f2e0fefc3a0-refs/heads/master@{#415522}-32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

Steps:
1. Launch Chrome and navigate to chrome://md-settings.
2. Click on 'Open a specific page or set of pages' then click on 'Use current pages'(ensure 2-3 tabs is open)
3. Now scroll up and Set font size to Very large and observe 'On startup' section.

Actual: Weird overlapping is seen in On startup section after setting font size to Very large.

Expected: No such overlapping should be seen in On startup section after setting font size to Very large.

This is a regression issue broken in M-54, will soon update bisect info:

This is This looks better now, possibly due to https://codereview.chromium.org/2298533002.

Settings in general looks pretty cramped with very large fonts, we might want to file a P3 issue to address that at some point.
