Regression: [Md-Settings]Weird overlapping of sub-page on scrolling action.

Issue descriptionVersion:55.0.2845.0 (Official Build) 3a2f1b0c02f7acfc223c3f4a908f9f2e0fefc3a0-refs/heads/master@{#415522} OS: Windows(7,8,10) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/fonts or chrome://md-settings/searchEngines 2. Scroll the page downwards and observe the header. Actual: Weird overlapping of sub-page header after step 2. Expected: Overlapping should not be seen. Related to issue 642301 ? The subpage goes back to normal when a font dropdown menu is opened o_O

This may be a blink bug: toggling the <div id="card"> {z-index: 0} style off and on fixes the issue. So does toggling the overflow property.
