Blink libfuzzers need a bit more infra to work properly

Issue description

To ease fuzzing, Blink libfuzzers should have the same setup as unit tests. This follows principles of least surprise, as fuzzers should be unit test like.

Not sure what the best label is, so adding Tests.

Add fuzzer infra to blink and fuzz CSS parser

This patch adds initialization for blink fuzzers that need the
full unit test environment, as well as a simple fuzzer for the
CSS tokenizer + parser.
