Add support for multiple tabs in Blimp mode

Currently we want to be able to have only a single BlimpContents. Remove the related code when we will support multiple tabs in the future.

Summary: Add support for multiple tabs in Blimp mode (was: Remove the code which restricts BlimpContents to [0, 1])
We will need to:
- Add a Tab Manager on the engine side (POC CL: https://codereview.chromium.org/2176733003/ )
- Add a map of delegates based on BlimpContents ID or tab ID to ensure multiple tabs can be in place.
- Remove the code which restricts BlimpContents to [0, 1]

And lastly of course hook all these up to work together.
