This is on 54.0.2837.0 (Official Build) dev (64-bit)

1. Go to https://www.onsitehaircuts.com/appointments/?location_id=6 and set page zoom to 150%.
2. Select "Men's Haircut"
3. Observe that a list of time slots shows up and the page scrolls down to "step 3" and keeps jumping a very small distance around that point indefinitely.
4. If you try to scroll elsewhere (say below) the scroll animation forces you back up. This points to some sort of convergence issue with the animation.

This is easily reproduced at 150% page zoom but not at lower page zoom levels.
