Subpage -> Subpage navigation is weird with scroll positions.

Repro steps:

1. Navigate to Site Settings.
2. Shrink your window so not all the categories fit.
3. Scroll down a bit.
4. Click on Plugins.

Actual:
The subpage slides over to Plugins, but the user is still scrolled down.

Expected:
On navigation, we should scroll back to the top of Plugins.
