Android trybot needed that sets is_official_build

It'd be great to have a trybot builder that builds with is_official_build=true (but not is_chrome_branded). This will ensure that build optimizations such as resource whitelisting and link-time optimization get some bot coverage.

We should also have this bot build a before & after for each patch, and run a size diff tool on MonochromePublic.apk so that devs can check ahead of time what their size impact will be.
