StartupBrowserCreator contains a variable called first_run_tabs_ (and related accessor functions) that are misleading; these are only used for passing along information from Master Preferences and, in fact, override other startup policy logic if present. This is confusing at present--it suggests another entry point for startup policy, which we are trying to consolidate.

We should refactor, or at least rename, these.
