Throttle/disable USB resetting for android swarming bots

Issue description

Maybe be a source of kernel panics and host crashes. See https://www.kernel.org/doc/htmldocs/usb/usbfs-ioctl.html

Going to need to re-enable usb resets now. I'll look into decreasing the amount of resets we send, but something's got to give. It's looking like skia folks are running into this as well.

Reenabled usb resets on dev. If nothing's changed, we should see https://chromium-swarm.appspot.com/bot?id=build20-b4 drop offline in the near future. From Peter, our plan of attack when it does is:

If Xenial-based R210:  disable ipmi management software as it controls vusb
connections.
If xenial-based R210: swap out with R230 and connect up the usb 3.0 hub to the
3.0 port.

I'll keep an eye on it.

I think things are more stable now. It's still triggering usb resets, but at a reduced rate.
