ensure servo v4 can enable test that use the usb hub port on servo v2/v3

Project Member Reported by kevcheng@chromium.org, Aug 30 2016

Issue description

This bug is to track the workarounds needed concerning servo v4 compatibility with tests that use a dedicated port for USB peripherals, including multi-partitioned USB stick.

The following tests are:
 - platform_ExternalUsbPeripherals
 - kernel_ExternalUsbPeripheralsDetectionTest

One idea is to use the sd card as the repair image, the trick is to figure out in repair when to use the usb key or the sd card.
