HP Chromebook 14 G3 has extremely slow speeds on HP425 and MSM430 Access points on 5Ghz band

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel nyan-blaze

Steps to reproduce the problem:
1. Connect to 5 GHz HP425 or MSM430 or MSM466 radio
2. Open crosh> and ping 8.8.8.8 with single digit response times
3. Open any random web page
4. Watch ping times skyrocket to 20,000-30,000 ms
5. Random web pages will not load

What is the expected behavior?
Web pages should load, but do not.

What went wrong?
Updated to 51.0 or 52.0

Did this work before? Yes Version 50.0

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0.0.209-r1

Older or newer HP Chromebooks do not have this problem.
Falco.4389.92.0 works.
Kip.5216.227.58 works.
Nyan_Blaze.5771.63.0 is the problem.

Tried Beta channel 53 and Dev channel 54 with same results. Please see my previous posts relating to the same issue occurring on Meraki devices:

I am able to stream video on any 5 GHz N channel (20MHz and 20/40 MHz) provided the VSC allowed wireless rates did not go below 48 Mbps.

As with 639006, I don't think this is network stack but a lower level systems issue.  Changing component for further triage.

I believe the fix was pushed out in version 8743.76.0/ 54.0.2840.79.
