Steps to reproduce the problem:
1. Launch Chrome's CustomTabActivity. Requires metrics being sent before Chromium native library has initialized (timing sensitive; there's a race).

What is the expected behavior?
Emit a single ActionEvent metric.

What went wrong?
While loop is missing decrement operator, will go into infinite loop calling LaunchMetrics.ActionEvent.recordWithNative(), leading to "Application Not Responding" (ANR) dialog being shown.
