Regression: Default focus is missing in minimize and close buttons of default Media Player

What steps will reproduce the problem?
(1) Sign in and play any local .mp3 file so that it plays in default media player of chromebook

Expected: Default highlight should be seen when opened.
Actual: Instead highlight is seen only when hovered.

This is a regression issue as same is working fine in 47.0.2526.106/7520.63.0 stable channel daisy.

Issue is seen in M52 Stable too.

@fukino: Please confirm the behavior.

This is WAI in the new design.
In the initial view, we don't have blue background on the current track.
When we show the playlist, the current track has the special blue icon.
