Steps to reproduce the problem:
1. Go to any web page, and set zoom to 300%+, and exit
2. Go to web page again, and notice zoom is still at 300%+
3. In Canary, try to reset that zoom level

What is the expected behavior?
Able to reset the zoom under Settings / Content Settings / Zoom Levels

What went wrong?
ability to see/delete zoom levels is gone from Canary

Did this work before? Yes in Canary, before all of the recent 'settings' changes
