"Learn more" link does not work after middle clicking in chrome://md-setings

Chrome Version:55.0.2844.0 Revision 2496c83eb444228b4c161c9ef24db2f0171d2fe5-refs/heads/master@{#415023}(32/64 bit)
OS: Windows(7,8,10), Mac(10.10.5),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/siteSettings/notifications
(2)Middle mouse click on "Learn more" link and observe.(Kindly refer the video)

Actual:Learn more link does not work after middle clicking.

Expected:Learn more link should work properly after middle clicking.

This is a Non-regression issue seen from M-55 i.e(55.0.2844.0)as this is a newly added feature.

Note:Above issue is not seen on Mac(10.11.4).

There is no "Learn more" link anymore (see attachement), so I believe this is obsolete.
