Regression:Weird behavior of grey highlight is seen on Remove icon at chrome://md-settings/siteSettings/cookies

Issue description

Chrome Version: 54.0.2840.6 (Official Build) 913de510430509b3a185e36e6ad568fe29392df6-refs/branch-heads/2840@{#28} (32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

Steps:
1. Launch Chrome and navigate to chrome://md-settings/siteSettings/cookies
2. Click on Remove icon of any item of cookies, switch tabs and observe.

Actual: 1. After clicking on Remove icon glimpse of grey highlight is seen on Remove icon of below item.
        2. After switching tab multiple time grey highlight is seen alternately on Remove icon of below item.

Expected: After clicking on Remove icon grey highlight should stay on Remove icon of below item.


This is a regression issue, broken in M-54 series, below is bisect info.

Good build: 54.0.2833.0 
Bad build: 54.0.2834.0

This seems to happen with many other things, such as radio-buttons and checkboxes outside Site Settings, so I think this is a general Polymer issue.

I can't think of a fix that is free of side-effects that are potentially worse than these symptoms.
