Non-Regression: Text on Bookmark bar and Downloads bar is unreadable on adding theme

What steps will reproduce the problem?
(1) Launch chrome and add above theme >> Make your bookmark bar detached and observe for bookmark text on bookmark bar

Expected: Text should be readable on adding theme
Actual: Instead text on bookmark bar is not readable.

This is a regression issue broken in M54. Will provide bisect info soon.

++ Correction: 

This is a Non-regression issue as it is seen from M32. In M30 Webstore is not compatible.

Till M45 when hovered on any of the bookmarked page text is readable. Later that it is not visible.

Issue is also seen in Chrome OS.

sounds like a broken theme? It's not impossible to make a theme that sabotages the UI.

Given that this seems like a longstanding issue, and thus not due to MD, changing the detached bookmark bar color, or other recent changes, I'm going to agree with Evan and say the theme is broken.
