Issue descriptionChrome Version: <54.0.2837.0 dev> Chrome OS Version: < 8737.1.0> Chrome OS Platform: <Asus Flip Chromebook 4GB> Network info: <home network,WPA-PSK, cisco router > Steps To Reproduce: (1) Add icons to Chromebook's shelf. (2)restart Chromebook Expected Result: expected result would be Chromebook remembers these icons and reproduces them upon startup. Actual Result: Chromebook resets the app shelf icons to the default chrome, docs, YouTube, and play store icons. How frequently does this problem reproduce? Always What is the impact to the user, and is there a workaround? If so, what is it? Impact is inconvenience. Workaround is to access apps from the app launcher.
